Women's History Month: SCI Houtzdale

In honor of Women's History Month, the Department of Corrections will highlight some of the exceptional women who work for the DOC and the Pennsylvania Board of Probation and Parole. We are grateful for the wonderful women who work in Pennsylvania's criminal justice system.

Margaret "Peggy" Baughman
Business Manager
SCI Houtzdale

Peggy is currently the Business Manager at the State Correctional Institution at Houtzdale. She began her corrections career as a clerk typist 2 at SCI Houtzdale in 1995. She worked her way through the ranks, being promoted to purchasing agent 1 and purchasing agent 2. In 2011, she was promoted to business manager.

Peggy's hard work and dedication has been a key component to the success that SCI Houtzdale has had in successfully making its annual budget. She was the chairperson of the local Cost Savings committee looking for and implementing ideas to cut costs at the institution.

To provide just a couple examples of her recent work, she worked with the food service manager to implement an idea that saved the prison $12,000 a year in paper products. Her efforts were crucial in getting a bad water/sewage agreement renegotiated between the local water authority and Central Office.

SCI Houtzdale officials believe that these reasons prove why Peggy is worthy of recognition.

Irene Chapman
Corrections Officer 1
SCI Houtzdale

Corrections Officer 1 Irene Chapman began her career with the Department of Corrections at SCI Houtzdale in August 2015, and has worked as a visiting room officer and is currently assigned as a 6 a.m. to 2 p.m. housing unit officer.

Irene is a dependable worker who is always on time for her scheduled shift and ready to perform her assigned duties. She is highly motivated and consistently conducts herself as a professional.

Through the prison's Visiting Room Quality Assurance System officials have received a large number of positive feedback forms from inmate families and friends about her positive interactions with the public. She has gained the respect of the inmates she supervises and of her peers and supervisor by the way she conducts herself in performing her assigned duties.

SCI Houtzdale officials believe that Irene presents a positive representation for both the prison and the DOC and that that positivity warrants recognition.

Ashley Kalbach
Social Worker
SCI Houtzdale

Ashley Kalbach began her DOC career at SCI Houtzdale in January 2018 as the social worker for the Veteran's Service Unit at the facility. Even though she has been at the institution for a relatively short period of time, she has made a significant impact by assisting incarcerated veterans in all facets of their reentry planning. 

She is a highly motivated self-starter who has embraced her role at SCI Houtzdale and quickly gained the respect of the inmate population. Ashley has proven to be very dependable and brings a great deal of positive energy and enthusiasm to SCI Houtzdale's reentry platform. 

Ashley conducts herself in a positive, professional manner and is viewed as an asset by her co-workers and those inmates assigned to her caseload. She consistently looks to enhance programming and provide resources for the benefit of preparing reentrants for the many challenges they will face upon return to their respective communities.
